I would recommend http://pdffiller.com . It’s allows not only reorder pages and add pictures, but also add text and sign your document.

Hi, thanks for the info. I have some personal and classified PDF, so I prefer an offline converter. Recently I found a PDF to Word converter called AnyBizSoft, it’s cool.
